with reference to my confidential letter No.28
of 11th April, 1910, regarding attacks on Chinese Junks
near Hong Kong by Japanese naval vessels, I have the
honour to forward for your consideration the accompanying
copy of a police report and supporting statements
regarding an attack on British owned fishing junk
No.4267 H.c. while fishing off Ling Ting Island.
Though no fish were removed from the junk in
the present inetsnce I should be glad if representations
might be made to the copanese authorities to the effect
that the waters near Ling Ting Island, which lies
immediately south of the Islan: of Hong Kong, are one of
the nearest fishing grounds for the important Hong Kong
rishing town of Aberdeen, that the owner of this junk
was licensed to carry a smll amount of arms to defend
his craft against pirates and robbers, and that the uUBO
of force by Japanese vessels in restriction of lawful
fishing operations in this area is quite unwarranted.
